I hate installing more than I need so I was able to modify the HTCHome.dll and sign it for the Sprint Touch with the address and instructions N2A mentions in his thread over at XDA. All I changed was the web address the weather tab uses to get it's data.

Then all you have to do is edit the HH_0409_WeatherCities.xml file in the Windows Directory.
I attached the DLL I modified, if any of you want it. It's the 4 Tab HTCHome.dll that comes with the Sprint Touch.
I DO NOT TAKE ANY RESPONSIBILTY FOR ANY HARM THAT COMES TO YOU OR YOUR PHONE FOR DOING THIS. iF YOU DON'T UNDERSTAND ANY ONE OF THESE STEPS, THEN DON'T DO THIS.
- Download and install Total Commander
- Copy your HH_0409_WeatherCities.xml and HTCHome.dll file to your computer and make copies.
- Edit HH_0409_WeatherCities.xml file to add your city like done in N2A's Thread for the 5/6 button HTC home XML
- Copy this file to the root dir of the Touch
- Copy the HTCHome.dll I modified to the root dir of the Touch.
- Turn off the HTC Home Today plugin on your Touch
- Run Total Commander and browes to the root dir.
- Hold down on the HTCHome.dll to get popup menu and select Copy/Move.
- Click Tree button and select Windows.
- Click Copy and select Overwrite if prompted.
- Now do the same with your modified HH_0409_WeatherCities.xml
- Turn HTC Home Today plugin back on and you should be able to select your city.
