I had a similiar problem when I was using an igo install that had a lot of add ons- I'm assuming there was some type of conflict with one of the preinstalled .dll's. I only got it to work when I used an install of igo that was very basic- here are the files/folders that were in my basic install in the igo folder
folders:
content
defaults
license

files:
branding.zip
data.zip
gpstmc.dll
igo8.exe
sys.txt
tahoma.tff
tahomabd.ttf

Try getting your igo folder slimmed down to the above and then reinstall the tts files- in addition make sure your /content/voice folder is empty before adding the needed tts files
