But I'm wanting to know what happens if I want to call from Peru to a regular landline or cell phone line in the U.S. I understand I'll need Skype credit for that, but those rates are quite reasonable.

I just need to know if a Skype international call can be initiated from outside the U.S. and made to a line in the U.S. I know it works from the U.S. out, but not certain about initiating from outside the U.S. to a landline or cell phone line in the U.S.
It gets EVEN better. You can subscribe to the $2.95 US and Canada plan and you have UNLIMITED calling to the US and Canada. That means from wherever you are in the world. I do this whenever I go to Europe so I can talk to all my friends all the time.

I actually use Skype to forward ALL my US cell phone calls to my European number. You get a Skype-in number for $12, the set the skype client to wait like 2 seconds then forward to your European number. If you have the $2.95 plan, the only thing you have to pay for is the rate from Skype to your mobile. I just talk for a minute and call them back with my Skype client on the desktop or now TP2
