Businesses move at their own speed, they have processes and QA to go through. It makes perfect sense to me that Verizon probably planned on releasing the TP2 with 6.5 but due to demand and fear of competition (Tmobile and Sprint getting theirs out first for a long time) they shoved a limited number out with 6.1 to prevent people from jumping ship, and then planned on going back to address it later. Meanwhile other phones that they knew would have less demand they could continue on with their process implementing 6.5 on it and releasing it that way. I have no insight into their operations but it makes sense.

A lot of people are eager enough to jump ship for a phone rather then wait for their own carrier, it's no different than games and movies to an extent. Some games are shoved out early to compete or start making money despite not being done, the launch is a huge part of the success of a product.
