If you are running Resco file explorer, it doesn't see stock sounds in the folder since they are system files.
Convert the custom sound you want to .wma and drop in the folder like anyother custom sound file.

I put it in .mp3 and it was recognized by my WM Notifications settings, so it seems that it will work in either format once int he "My Documents" folder.
Unfortunately... though it WAS recognized by Windows Mobile as an availible ringtone... it WAS NOT recognized by the program in which I was REALLY hoping to use the sound:
Pocketwit. I really liked the notification in Tkitkini (little bird chirp when updates occur).
Tried a .wma and .mp3 in My Documents, but no go.
Still trying, though.
