Click on "Contacts", then on "File" and select "New Folder". Make sure it says "Folder contains contact items". Name it what ever you want. Move all the contacts you don't want to sync into that folder. That way when you sync with your PPC it will only sync what is left in the main "Contacts" folder.

When you send an email if you want a contact in the other folder you can change to that folder for their contact information.

I have done that and it works fine. It's the only way I know of that it can be cone.
