It does not. The TSR uses 13KB of system memory, and S2U2 is only invoked on the instances that you specify it to execute. (power back on, insert stylus). The memory usage and battery drainage is minute at best.
EDIT: Damn, it feels like I'm discussing W31x or DOS when I talk about TSR's and KB of RAM use. I wonder if they made memaker for WM 6.5?
