Never seen the light sensor do that unless it is FUBAR but you could use the attached HTC utilities to test. The one you'll want to run is "testHTCSensorDemoAP". It is in the zip file. Check the Ambient value and Brightness level numbers to see if they change when you move your finger over the light sensor.

If you are using HTC task manager I believe that "close on tap X" doesn't work. It defaults to minimize and don't think it can be changed. Do you have Showcase installed and running? I haven't used 23414, but click on the start button and if you see a program called Showcase. You might want to try using that. It closes programs on tapping x and minimizes on long tap. You get to Showcase by long tapping on the start button when it is installed.
