I just tried what you said about clicking on the contact card on the top right corner and realized the steps are very specific as well. When you click on the Contact Card, it goes into the "Details" section. You have to scroll down and click on "Edit Contact," then the picture on the top right corner becomes "active" for clicking.
When you click on that picture at the top right corner, a menu opens up with "Set Contact Photo: Facebook Profile, Open Album, Use Camera, Remove Photo"
Using the camera actually does set the picture... but not everyone has easy access to the person for contact setup... and the "Open Album" option doesn't open album for photo selection.
This is still very odd to me...
