Per above, at least one person has this working. I'd also like to know how.
1. Settings -> All Settings -> Personal -> Voice Command ->Messaging -> Options -> Uncheck "High Priority Messaging only"

2. The one person who thinks they have it working is really talking about voice dialing. Outgoing phone calls. Not caller ID.
