It means one of your accounts is trying to connect/disconnect and the program will not allow settings changes while it's going on. The initial set up seems slow with this build but I was setting up 5 accounts. Let it settle down, run through all of your accounts Send/Receive's and you should be fine.
If you need to, put your phone into Airplane mode or disconnect Data and you should be able to access your settings.
