It lists the frequency bands the phone can use in different parts of the country and stores it in the device memory.
It tells the device what towers to look for to get the best signal and if it doesn't find one for your carrier it may look for one with another carrier and go to roaming.
In Sprint's case probably VZ.
It may help save battery by not switching towers as often but I am not sure about that.

Edit: Forgot to add that as the coverage area grows a PRL update will help keep your device set up to use the new coverage towers.
