To summarize the issue, are the following statements correct?

1. Problem only repros when using the PIN unlock mechanism
2. Most of us are forced to use PIN unlock for security reasons

Does the problem repro if someone simply turns on PIN lock without being forced to by a group policy from their company? Or could there be something else in the group policy package that is causing this?

This brings up a related question. Is it possible to replace the default PIN unlock with something better like ThrottleLock that could still be considered as "secure" as a PIN?
