The same thing happened to me with Verizon when I called to exchange my phone. I was like WTF as well, but they told me there wasn't any other way they could do it. Luckily, they charged me the cheaper price for the phone, which was $50 cheaper since the price changed, and I will be refunded the full original price once I ship them my phone back.
