After talking with VZW Tech Support (I give her credit, she really tried to help), I had already tried hard-resetting a number of times along with *228 reactivation, and I still had the Error Code 11 problem. Nothing seemed to work.
Thank goodness for this forum! The fix described above by Screwbal is the only thing that worked for me. I followed this procedure:
- I turned off my current phone.
- I pulled out an old phone, and entered the ESN on the VZW Activate Phone page.
- I fully activated my old phone by doing the *228, option 1 thing.
- I waited about 10 minutes, then pulled out the battery on my old phone.
- I entered the ESN for my current phone on the VZW Activate Phone page.
- Then, I powered up my current phone, performing a hard-reset to clear everything out.
- I fully activated my current phone by doing the *228, option 1.
I then tried to connect to Internet Explorer, and it worked fine!
