very simple- the phone is transmitting information to Sprint's network, who determines your location based on the info it receives and using tower triangulation to supplement (notice that its accurate to something like 100 yards, not nearly as accurate as real GPS).

In other words, Sprint knows where you are, but the phone doesn't necessarily. This is not true GPS in which the phone would know its own location, therefore you can't really use it for much.
