I tried connecting the TP2 to my laptop via my laptops PAN menu and it can't find the TP2.

I'm wondering, is the PAN profile for bluetooth disabled on the Verizon TP2's?
Not EXACTLY the solution you're looking for, but some time ago after I gave up trying to bluetooth tether a Mac on my Titan, I wound up using WMWiFiRouter to tether by WiFI.
