It does if you're flashing via computer. If your phone is not at least at 50%, the computer will not allow you to flash... I know you're probably speaking of flashing from the SD Card. I've never tried it. And really, the only reason is because I figured it would take to long to back up all of my contacts through PIMBackUp. So, instead, I just sync my phone with my pc, then flash via pc and immediately after restore all my contacts and stuff via activesync again.
