did you check to see if the location is on
Settings>personal>Phone>Service>Location
if it is only set to 911 then it will not work.
soft reset after turning location on.
you can also try to get quick GPS that might help.
the first start is always a little longer. make sure there are nothing obstructing the view of the sky.
