Contact management software or any other screen locking app?

Anyone of those apps can affect the dialer in adverse ways.
If you do have S2U2 installed, disable the phone options in it's settings.
If there is any other app installed check it for dialer settings as it sounds like you may have something else that may be trying to control the dialer.
