Last time I checked, Best Buy and even Sprint stores could not access/modify SERO accounts anymore. Have to do it all via Telesales unless you are just buying it full retail.
A Sprint store couldn't even add an Air Rave to my account.

When I got the Treo 800w when it came out, I got it at Best Buy. For the rebate, they had to override the system, and then call to get it activated cause the normal way would not work.
I ended up leaving with the device working. (Sucked, so I returned it in like 2 weeks) but I was able to have them do it.
That was back then, when the 800w was new, so I dont know from that time on if they can. I would suggest just calling your local BBY.
I think the problem lies with the rebate, and there is no way for them to actually do it correctly without overriding the system, which they normally do not like to do. I had them do it, cause I used to work there, but I am not sure if they would do it again. Reason being, I dont think they get any kick back when the override.
Again, just call, and ask one of them. Not too many times they encounter SERO people, and in my case, I think I was the first they tried that with.
