I'm guessing it's limited by software. Or maybe the PRL controls which networks the phone can connect too.
More like a software lock. Thing is once the subsidy lock is gone, it will not discriminate which ever SIM card you put in there and whichever network it's on.

As for PRL, it's for CDMA, not GSM. So I think by the time we figure the lock out, or, by luck, unlock the HardSLP and flash someone else's ROM, that lock would be magically gone.

Who knows, baby steps.
