But to answer your question, you need to put the .cab file into a .zip file. Either that, or you can change the extension to .zip. To upload, press "Manage Attachments" under the box that you are typing your message in. You will then have an option to upload. Select your file, then wait until its done uploading. Then hit close window, and post your message.
