Two standard apps would do that: Voice Recorder and Notes (this is what I use).
In Notes, tap on Menu, then on View Recording Toolbar to get recording controls. Keep in mind that it will play "recording start" and "recording stop" sounds as you tap on Record and Stop buttons, so mute your volume beforehand.
Notes creates a .wav file, by default in My Documents folder.
