Also, Has anyone noticed that, especially in Opera, when you drag a page from one spot to another it throws the window farther. Know what I mean?
Do you all think it's a driver issue or possibly just a HTCScroll or HTCGesture reg setting?

You might try increasing the HTCScroll friction setting in the registry. Lemme know if this helps.
