Since I have some experience in this.. I'll try to answer this for you.
Are people allowed to take over a SERO account?
Yes.
Would you lose the possibility of being able to port your number to a new one?
Yes. When you do a transfer of liability, you basically give the other person the plan and the number that is associated with the line. I don't think there is no way around it though as for if you port a number out, this will automatically disconnect your line/plan.
