I have read that this function is built in to the version of the Windows Mobile build by Microsoft. What is strange is there are ROM's on here (
SsS, for one) that is running 23016 that doesn't have this ability to move the icons like this version of Energy's ROM. But rather it's the older way where it will only allow you to "Move to top".
