Here is a woraround.
Disable bluetooth client with registry editor, both of them go away.
HKCU/Software/HTC/BluetoothFolder/EnableClient = 0
Reboot phone.
It happens when you go to Bluetooth Explorer and reset device, when it starts, the client is enabled and there is a BT folder already, so it creates a 2nd one.
