No, you are running the latest which is strange. I haven't seen any World Clock issues in the latest build and I'm on this post like white on rice. Maybe someone else can chime in?
In World Clock do you have your city selected or just your time zone? If not try adding your city.

EDIT2: OK, so I see you've been on this build awhile, did this issue just pop up? Sometimes if things are going well and a glitch appears it could be an app you added, anything installed lately?
