Ok first off I don't take credit for this or the instructions.
But, I also don't remember where I found it to give credit to.
1.Take this file unzip it on your pc (I would just create a file called weather edit)
Right click 23300fc3c_manilla goto properties and uncheck read only
2. open up SQLite Database Browser on your pc and then goto file open database and find the 23300fc3c_manilla file.
3.Find a city close to your location and edit it adding your accuweather code. (You will have to get this from the accuweather site).
4.Make sure you save your progress when finished and then close the app.
5.Right click 23300fc3c_manilla go back to properties and check read only
6.Copy 23300fc3c_manilla to your phone (windows folder) I also keep a copy of it on my memory card since I flash a lot then all I have to do is just copy it over after flash or hard reset
7.Soft Reset and you should be able to select your city.
8.And again this does work with TF3d and TF3d 2.1

perfect!! thanks for the help. what i found was that the manilla file i had been using got corrected somehow and the one within your supplied file worked perfect.
