Hmmm....very interesting. Wonder what it is? Unfortunately I cannot reproduce the issue here to help, But, if you would like to find out, I can make a few suggestions for you.

Extract the 23031 common rar to folder with the same name in the kitchen dir. Edit your buildbase to say"ModuleDir=[KitchenPath]SYS_23031_Common" without the [archive] at the end. Now, you can start swapping out base folders from 23030 to see which one is where the hangup is coming from.

I would start with the baseapps, browsing, browsingcore, shell, os and redist one at a time since those are the main os files. Also try metadata, though I doubt that's the issue since most of that is unused in the build process.

I still have yet to see any other QVGA users reporting a problem yet (SYS_23031_Common has been downloaded 38 times, and SYS_23031_96DPI_0409 37 times so far), so it's possible it may just be something with the Apache (like OEMDrivers) since no one else here has reported a yay or nay on the Apache other than you

Also, you can post a build log of a non-booter at http://pastebin.com and post the link here for all to review to see if anything smells funny.

Edit: Mattsm confirmed the 23031 working fine for his QVGA. (thanks mattsm)
