Resco Picture Viewer Pro has a Sync Module that works for me.
You can download the trial and install the program to see if it will work for you.
I don't know of a free utillity that has a sync module.
But this one is well worth the cost to have all my video files embeded with sound.

EDIT:
I just changed the video settings on the PPC to mpeg, and now I can play the video right from the sd card.
With Windows Media Player.
For some reason, the native format of MP4, only plays with QuickTime or DivX. (with sound).
