Then instead of trying to setup the weather from the home page, i went into the start screen. At the bottom there is a folder named "Utilities". In there a Weather icon. I setup Titanium Weather in there.
Soft Reset again
Opened Titanium
Voila
I'm sure some of those steps were unnecessary but it worked. Hope it does for you.
