I'm not sure about this, but I think your radio power will self-adjust depending on signal strength - that is your phone will use a lot less power if you are standing 100 feet from a tower versus 2 miles away. So maybe you are always in a very low-signal-strength area when you test. Obviously, you need to make sure your WiFi is off.
For comparison, my acbpowermeter displays 315-400 mA on a bluetooth call with 3 bars of signal strength (1X -74dbm), running radio 1.43. (306-340 mA with handset only, a bit more 25-45mA+ with speakerphone). I never tested my in-call power use on the 1.10 or 1.41 radios, but I think the 1.10 radio used more power overall.

Batteries running out in minutes? Even at 550 mA current draw, your 1350 mAh stock battery should last 2+ hours of talking. Sounds like your batteries might be old or below-spec. Might try some new (and good) batteries.
