I think that is a known issue with the Manila 2.1 port since portions or all of it came from a 6.5 ROM. If I remember right, you can still use the hardware buttons to get to the text fields (though I may be wrong). Check the manila 2.1 thread at xda, it might have more info.

I wasn't trying to go to 6.5 but I'm going now lol, now I believe that the contact card relies on the native 6.5 scrolling, even though someone over at xda said he had it working on 6.1, even intx said he has it working on his upcoming 6.1 rom
