Couldnt you go in with titanium customizer and remove the weather "tab" all together to avoid this?

EDIT: I posted that late last night and didnt really say enough to be helpful. I am re flashing at the moment. When it is done i will do some looking and make sure which program im talking about, and the steps needed.

Ok install the attached cab. Go to Start>Settings>Today. Uncheck "Windows Default". Close that screen. Find titanium customizer in your start menu. Run it. Find TitaniumWeather in the list. Highlight it. Then hit disable. Then Save. Now go back to the Home settings and renable "Windows Default". Titanium Weather should be gone. So it shouldn't update anymore. If you have anything else that automatically makes data connections you will have to disable them as well.
