The government won't go into the project alone..it will most likely appoint some carrier(s) to manage it.

You gotta understand one thing if government makes 5g which is based of satellite..the other companies wont be be able to compete because they can't just launch satellites and use their own network as government wont allow it...outer space needs to be coordinated to prevent collisions.

Chances are the government will just lease the use of these satellites just like anyone else

Look at it from another perspective...what would be the cost comparison between maintaining thousands of towers and still not get 100% coverage? in comparison to getting global coverage at high speeds.

CDMA and GSM would die..even if you look at it wimax and LTE would before that would probably put the 2 old techs in the stone age. Not to mention there is a possibility of merging LTE and Wimax as specifications are similar.
