I've had this happen on multiple 6.5 ROMs recently, though it's very sporadic and hard to replicate. I notice when it does happen, it's usually during a brief period when the signal switches to "1x" to send; the 20-30 seconds pass and I contemplate soft-resetting, and then the phone "catches up."
Strange though. Doesn't seem to be specific to any 6.5 build (noticed it between 23001 and 23016), and I've had it on almost every 6.5 ROM I've tried for the last month or so.
Edit - by sporadic I mean about 1 in every 40-50 texts.
