Possibly...I can't remember and don't want to go back to check.
However, CC20 wouldn't be the original ROM so it might have been added in it. Given that somebody came up with the registry hack to make the scroll bars wider it would seem to me that it wouldn't have been there (since Advanced Config is much easier to use than the registry hack).
