i fix it. what i did is install this:
PPST_090522_HermannC_2.34_delta.sa.CAB
then do the pri update

well i install the radio then do pri update and seen the digital roaming. but i fix it by installing the cab then do the pri update.
i had to do a hard reset after everything cus i have the 6.5 rom.
