TOV, not sure I know what you mean. Pending the Colonel's stepping in and clarifying, his 3.5 final rom included a boot folder with a readme.txt like so:
------------------
- Place the Boot folder on you Storage Card (\Storage Card\Boot)

- You can run PPCPimBackup before you flash to not only backup PIM info, but also your messages.

- If you have a preferred theme, rename it as Custom.tsk and place it in the Boot folder.

- If you have Voice Command, place the VoiceCmd.exe in the boot folder.

- If you have any custom settings that you have put into a cab, rename it to Custom settings.cab and place it in the boot folder.

- If you have the mail2web setup cab (mail2webActiveSync.cab) place it in the Boot Folder.

- If you have backed up your pim.vol, you can place it in the Boot folder and it will be copied for you.

- If you use PIEPlus, place your PIEPlus.dll in the boot folder.

- You can also edit the config.txt in the boot folder to install other cabs you want. Place them in the Boot folder and edit the config.txt based on this example or the one there.

CPY1:\Storage Card\Boot\NameOfCab.cab
CPY2:\Windows\NameOfCab.cab
CAB: \Windows\NameOfCab.cab

What is performed:
SIPChange
PimBackup
ExtRom Unlock
Install Custom tsk
Copy pim.vol
Copy VoiceCmd.exe
Copy PIEPlus.dll
Install Custom Settings.cab
Install mail2web cab
-----------------------

The folder also included a config.txt like so:
LOCKisabled
CPY1:\Storage Card\Boot\NameOfCab.cab
CPY2:\Windows\NameOfCab.cab
CAB: \Windows\NameOfCab.cab
CPY1:\Storage Card\Boot\mail2webActivesync.cab
CPY2:\Windows\mail2webActivesync.cab
CAB: \Windows\mail2webActivesync.cab
CPY1:\Extended_ROM\config.txt
CPY2:\Windows\Config.txt
LOCKisabled
RST: Reset

The folder also included a large custom settings cab.
