Try setting
[HKEY_LOCAL_MACHINE\Software\OEM\PhoneSetting]
"ShowAutoPrependPage"=dword:00000001
"AutoPrepend_1"=dword:00000001
Then *reboot* and go to
Start->Settings->Personal->Phone->Services->Automatic Prepend
That should add the feature back in.
