Nevermind, I found a solution. I've asked this question twice and never rec'd a response. Also I've tried searching numerous ways through various threads to no avail. So.... play with the registry.
Navigate to HKLM\Software\Microsoft\CHome\CWelcomeCenter\Disab led
Change value from 0 to 1. Hope it helps.
Also, this can be moved if it needs to be.
