After reading up on it, cause I too was wondering what it does and what was the big deal.
Once you get a Google Voice account, you get a number which can ring up to 6 phones all at the same time, I guess after you enter the other numbers in the GVoice setting menu.
Example: Lets say your GV number is 563-583-4632.....you can have it set to ring your mobile/home/office/onstar at the same time...etc....

Cons
Existing phone number cannot be ported to Google Voice. (Update: this is changing soon)
Available only for users in the US, as calls cannot be forwarded abroad.
Outgoing calls cannot be recorded.
