Try searching again for something like "Bell PRL". I know they're on the diamond/upgrade boards because I posted 3 about 5 months ago....

Personally, the only way I've found to "activate" a phone from 1 carrier on another is changing the meid/esn from your current carrier to an meid/esn supplied by your new carrier which is illegal and not discussed anywhere on these boards. For info like that you'd be better off using google etc and of course you'll have to have an old mts phone to "steal" the meid/esn from which can get costly.
MTS CAN activate your phone easily if you could talk them into adding your meid/esn to their system. This takes some serious social engineering trying to convince someone that they need to do something that they're totally not supposed to do. Best bet is to borrow a friends mts diamond, swap the back to yours and take yours in for "activation" and then pitch a little bit of a fit when they say "phone isn't in our system, it isn't one of ours"(but I paid blah blah blah, if you catch my drift).
THOSE PEOPLE WITH MTS TOUCH DIAMONDS IN MANITOBA BOUGHT THEM FROM MTS!!! Basically, this is probably the only real answer you'll get here, people might hint at other methods that wont be discussed etc etc but MTS sells this phone on their network which is why you see people out there using it with that carrier.
