The provisioning cab is SUPPOSED to be only for the GPS, but it may be the problem. Don't forget that NFS's ROM changes the home page to some weird crap that doesn't load at all. Try a hard reset and if that doesn't work then you can downgrade to IE 6.1 with this cab:
