I was in Paris when my international phone died and I had to call a friend to meet up with her. Thankfully I had my Verizon PPC equipped with WiFi and I ran up and down the streets to find an open WiFi network. Didn't have to look for too long and while a bit choppy, it worked fine even with a relatively weak WiFi signal.

If you plan on calling landlines however, make sure you have skype credit. You don't need that much. $10 lasted me for like months calling home to the US.
