On the programs tab if you set File Explorer to one of the frist 5 buttons it will not launch. it is due to the default page shortcuts.
If you go to HKLM\Software\HTC\Manila\ProgramLauncher
click on 0 - 4 (which ever one you set it to) and clear the command value it works fine.
