The second shot is whaqt I got after installing your cab from mdc,
[ROM] blazingwolf Rock and Republic WM6.5 v10, Titanium_Notification_2.cab

Edit: Have to wonder if there is something extra in the Weather or Atcontacts cab that makes the difference with loading the Opera panel and the Noti icons.. My opera panel is in Chome Editor but will not show on screen...
