So is it worth using the newer 230xx builds or is it more worthwhile to try out 2192x with the finger-friendly menus? I've read about the Start Menu issues in 230xx but I guess you guys have already resolved them for VGA and QVGA.

I've been using 21234 for a month now and it's been rock solid on my Fuze.
The 219xx is not very usable in my opinion. Some menu items just can't be gotten to due to UI experimentation. But, the newer 230xx builds have some additional UI changes that make the OS more finger friendly that I think are worth it. So far, the 23009 seems to be vary stable for me too (memory leaks seemed to have gone down some, and I don't have all the weird moments where things totally stop responding for a minute like I was having).

The only downside to 230xx is the changes in gwes.exe made in 23003 and up that cause highlighted items to display garbage in some programs (i.e. Total Commander and dotFred Task Manfer are 2 that I use that have the issue). You can use an older version (i.e. 23001) for now, but what;s the point? gwes.exe is known for leaking RAM so using an older one won't get you any benefits that may be in a newer one. It could also bring some instability down the road and eventually may not even work all together. But, that's just my opinion as well.
